Microdegree „Digital governance and cross-border e-services“

The world, as we know it, is increasingly technology-based, leading to a rapidly growing demand for professionals competent in digital governance and cross-border e-services. Therefore, the University of Tartu's Johan Skytte Institute for Policy Studies has developed a micro-degree program that offers expert knowledge in digital services and governance. Estonia is known as an e-country where digital technology is widely used. Planning and managing the development of the digital state is necessary both in government institutions and companies. Competence in digital reforms contributes to economic growth and innovation and is a key skill for a successful career.​​​​​​​

In the autumn of 2023, the micro-credential program "Digital government and cross-border e-services" starts at the Skytte Institute. It aims to provide participants the basic knowledge of the e-governance functioning and the development of cross-border e-services. The program offers practical knowledge and skills in e-services and their reforms, digital governance practices, the impact of information technology implementation, and the functioning of the information society and e-governance.

In the micro-credential programme you will:

  • have an overview of the formation and functioning of the Estonian information society and e-governance;
  • describe and analyze the social, economic, political, and cultural impact of the application of information technology;
  • generalize and apply the evidence and knowledge found based on the Estonian case to assess the possibilities and impact of introducing similar technologies in other countries;
  • analyze the recent development of cross-border governance in Europe;
  • connect e-governance practices with your specialty;
  • apply e-democracy and e-government techniques in management.

 

The programme has considered the needs of the current labour market and the practical skills expected from employees. Completing the studies favours continuing in the master's program of the J. Skytte Institute for Political Studies.

The lecturer is Mihkel Solvak (PhD),  Associate Professor of Technology Research at the University of Tartu. His main research topics are e-elections, public e-services, machine learning, and voting behavior.
