Micro-Credential Program "Fundamentals of the European Union"

The aim of the micro-credential program is to support Ukraine as a candidate country in its preparation for joining the European Union and to increase the awareness and competencies of relevant Ukrainian target groups on the path to EU accession. The program content focuses on three areas that are key to understanding the functioning of the EU both internally and externally:

  1. The course on European Union policymaking introduces the main EU institutions, their structure, functions, operations, and impact, as well as the policy-making and decision-making processes, including potential future reform plans.
  2. The course on European Union enlargement and European challenges provides an overview of the EU enlargement process and the associated challenges from both a historical and contemporary perspective, drawing on Estonia's experience in the EU accession process.
  3. The course on Contemporary challenges of European integration examines various internal and external political processes and reform plans within the EU, especially in the context of Ukraine's future EU membership.

The program is aimed at Ukrainian government officials, civil society representatives, and other target groups involved in the preparation for EU accession.

Those who have successfully completed the program are capable of:  

  • Describing the structure, role, tasks, development history, operation and influence of the main institutions of the European Union in different types of policy areas (including supranational vs. intergovernmental);
  • Describing the policy-making process in the European Union and knowing the role of the main institutions, member states, interest groups and citizens in it;
  • Explaining how European Union policies are implemented and implemented at various levels (including economic policy, enlargement);
  • Describing and evaluating changes in the process of economic integration of the European Union, including the latest developments and possible future trends;
  • Critically analyze the impact of the European Union on candidate countries, neighborhood policy countries and Europe in general historically and today.
